Responsible to provide all status updates, forecasting, progress measurement, reporting, and analysis through Projects Execution. The position drives the Project Team and Senior Management on the projects to timely completion, by identifying schedule risks and opportunities early-on, and developing mitigation plans. He guides and ensures operating rhythm, rigor quality checks and rigor always monitoring of risks and opportunities. To document and track all projects interfaces from Front End Planning (FEP) through to project completion and hand-over by the: 1.Identification of an interface 2.Create & implement projects communication procedure for requesting, responding to and tracking an interface 3.Documentation of all information about all identified projects interfaces 4.Monitor & Control of all projects’ interfaces 5.Close out of all projects’ interfaces. Direct and supervise work of project administration, project superintendents, and engineers to establish operation priorities and maintain satisfactory relationships. Overall responsibility for safety, quality, and budget for projects ranging in size. Ensure the necessary financial controls, information systems, management reporting and other real time systems are in place to maintain operating effectiveness and control the business. Responsible for promoting continuous safety standards. Carry out job duties while maintaining SOCAR values. Manage and lead project management staff and ensure thorough staff understanding and implementation of operations, policies, and procedures. Identifying tracking performance, coaching, training needs, and motivating direct reports and work groups. Directly or indirectly responsible for hiring, terminating, compensation, and performance evaluation for direct reports and work groups. Directs all phases of project management including procurement/contracting, initiation, planning, execution, monitoring, controlling and closeout phases of the projects. Key focus areas include scope, budget, schedule, quality and risk management.

Act as "Client's Representative" with project related committees, companies, ministries and local authorities, on behalf of the project to obtain all necessary approvals for projects. Primary liaison to project lenders and project shareholders. Responsible for creation & tracking of the Communications Plan which must address the needs of, and be accepted and acknowledged by all parties involved into the project implementation & management. Manage all EPC contract variation orders and claims with support from the Client's Site Manager and the site team. Development of Client's detailed project management plans, project reporting and schedule follow-up. Manage the execution of the EPC Contracts, ensure the company is complying with its obligations while limiting downside risks or monetary losses to the company. Continuously monitor the projects budget, accurately forecast the remaining "costs to complete" and interface with projects cost control resources to produce timely and accurate monthly project cost reports. Manage project counsel tasks to progress disputes, manage arbitration efforts, approve purchase orders, purchase requisitions and contracts in line with authorized signing authorities. Responsible for providing overall projects management, support and guidance to project teams to drive projects to completion. Ensure enforcement of site Environmental, Health & Safety requirements. Manage compliance with all project insurance policies. Liaise with local government and regulatory bodies as required. Liaise with the project operations and maintenance companies as required. Proactively forecast the projects’ development and intervene to achieve defined projects outputs. Evaluate the results and contribute to improving project work processes. Monitor and report the projects by Project Management Schedule, Detailed Project Schedule and Budget Schedule. Attend weekly/bi-weekly meeting to discuss the progress of the projects, projects close out, and handover.

Supervise the Business Development team to provide input for developments and conceptual/pre-project studies. Supervise basic engineering studies for all projects. Develop Scope of Work and tender related documents for subsea project execution. Support Team Lead on management of contractors on all projects. Interface with Operations Team on maintenance/redundancy/operability/obsolescence issues. Lead and manage the defined scopes and contractor teams which are responsible for the technical execution of the project scope. Ensure that technical expertise from the requisite disciplines will be implemented during the course of the ECPI contracts. Control the technical aspects and performance of the main projects contractors. Perform duties in accordance with safety requirements and rules. Ensure that legislative and Company safety, health and environment rules and standards are met by all Contractors. Liaison with the business development and operations departments to ensure requirements are clearly agreed and implemented. Provide input to contract scope of work and preparation of project particular specifications. Perform technical management of contractors during: Engineering, Procurement, Fabrication, Offshore/Onshore Installation & Commissioning phases. Review and comment on procedures, documents & drawings pertinent to the scope of work. Ensure Interface with the Subsea Team Lead for contract reporting, Contractual subjects related to the contracts, Progress & schedule of the Contracts, Cost & Commercial subjects. Preparation for handover to Operations. Monitor Contractors’ achievements in accordance with contractual requirements and especially in area of safety and technical expertise to ensure all company standards are met.
