I was responsible for financial management arrangements for portfolio of World Bank projects in Europe and Central Asia region. Also, I task managed several World Bank funded projects in the region. * Task Team Leader for the Corporate and Public Sector Accountability Project ( CAPSAP); Meeting on a regular basis with senior officials of the Ministry of Finance of Azerbaijan, including Minister, to discuss CAPSAP priority areas to focus on; * Disbursement ratio increased three fold during my leadership of the project. * Leading World Bank field missions for CAPSAP Implementation Support; * Cooperation with Governments of Kosovo and Azerbaijan in reforming accounting and audit practices; * Worked with the Government of Azerbaijan to introduce integrated financial information management system based on Oracle for all Budget Sector entities. The system is designed in line with the IPSAS standards; * All Budgetary institutions of the Azerbaijan Republic uses single system for accounting and financial reporting. * Worked with Accounting and Audit profession, government officials in Azerbaijan to introduce National Accounting Qualification Program. The Qualification has three steams, including Public sector and full qualification streams; * Worked with donors and Bank team to manage three Trust Fund grants.

Sr/Financial Management Specialist Worked with projects teams to ensure adequate financial management arrangements are in place for all World Bank funded projects. * Participating in the evaluation and negotiations of the IBRD and IDA investment operations; * The Azerbaijan team negotiated record number of 30+ projects for about 2 bn USD with the World Bank. * Prepare and organize training programs on financial management for government officials. * More than 100 government official and project staff retrained on World Bank financial management arrangements. * Assessing the adequacy of the Borrower's project financial management systems and their ability to manage and monitor WB financed projects in Kazakhstan and Tajikistan; * Carry out supervision activities to ensure that projects' financial management systems, including financial control frameworks are adequate and meet Bank's minimum requirements; * Close monitoring of the FM related risks of the Bank operations and their mitigation measures; * Assistance to and close cooperation with Procurement staff to ensure compliance with overall Fiduciary requirements; * Providing overall control and enforcing compliance with FM related covenants of the project legal agreements, including audit and financial reporting requirements; * Preparation of Financial Management Sections of the Education and Health Sectors Fiduciary Assessment reports in Tajikistan.

* Developing Strategic Plan for the Finance Unit of the BAT Caucasus operations; * Driving the Strategy by monitoring actual results versus targets; * Advise Senior management on key finance and accounting issues; * Forecasting and Monitoring Product/Brand profitability analysis; * Supervision of Internal and External Reporting, including statutory accounts and UK GAAP/IFRS Financial Statements; * Evaluation of efficiency and effectiveness of marketing spent; * Developing and implementing internal policies and procedures; * Management of the tax planning, cash flow forecasting; * Co-ordination of the Corporate Budget development process, monitoring Budget execution during the year highlighting variances, advise Senior Management on Budget formulation and execution; * Responsible for the maintaining and running the model for different scenarios of financial performance of the Company; * Risk analysis and possible mitigation measures; * Analysis of market developments in the Caucasus countries; * Cash Flow forecasting for the Caucasus Area; * Investment appraisals using Discounted Cash Flow for new projects for the Area; * Junior staff development and training. ;
