⚡️ABOUT THE PROJECT:

The Rogun Hydropower Plant Project is one of the largest infrastructure projects in the country and in Central Asia. A 335 m high dam, a reservoir with a volume of 13.3 km³, and a hydropower plant with a total capacity of up to approximately 3,780 MW (6 × 630 MW) make this project critically important for the energy security of Tajikistan, its sustainable development, and export potential.
Participation in this project is a unique opportunity to contribute to a landmark national facility, where work requires the highest level of responsibility in the field of HSE.

RESPONSIBILITIES:

• Organization and control of the occupational health and safety system at the Rogun HPP construction site

• Monitoring compliance with OHS and safety requirements during:

  • work at height

  • concrete, tunneling/mining, and installation works

  • operations involving heavy machinery and lifting equipment

  • electrical installation and welding works

• Conducting all types of safety briefings and daily toolbox meetings

• Controlling personnel authorization for high-risk activities

• Auditing workplaces and identifying hazardous conditions and unsafe acts

• Monitoring proper use of personal protective equipment (PPE)

• Issuing work permits, maintaining OHS logs and registers

• Investigation of accidents and near-miss incidents, development of corrective and preventive actions

• Preparation of HSE performance reports for project management

• Interaction with the Client’s HSE team, General Contractor, and government authorities

• Participation in acceptance and inspection of machinery, equipment, and tools from a safety perspective

REQUIREMENTS:

Mandatory:

• Higher technical education

• At least 10 years of experience as an OHS / HSE Engineer on large construction or energy projects

• Experience on hydrotechnical, energy, or major infrastructure projects is a strong advantage

• Knowledge of industrial safety, occupational health and safety, and electrical safety requirements

• Hands-on site experience (not a desk-based specialist)

• Ability to stop unsafe work and firmly enforce safety requirements

Critically Important:

• Valid ISO 45001 and ISO 14001 certifications are mandatory

• Proficiency in English and Russian at B1 level or higher

• Knowledge of international HSE standards and occupational / industrial safety requirements

• Skills in conducting HSE audits and preparing documentation and reports

Preferred:

• Valid certificates in OHS, industrial safety, work at height, and electrical safety

• English language proficiency

• Experience on international projects is an advantage
